One of a pair of crane locomotives imported by the Public Works Dept (at a cost of 2720pounds each) for work on the Blue Mountains deviations, 1046 was on arrival conveyed to Clarence siding where it was erected on site. After the deviation work was completed 1046 was sent to Honeysuckle workshops where it spend most of its life.
Unusualy for a purpose built crane locomotive, the crane was bunker mounted, the large steam dome being mounted on the first ring of the boiler so as to be out of the radius of the jib. 1046 was the first NSWGR locomotive fitted with Walschaerts valve gear.
