1023 and its sister engine 1022, were purchased new by the Public Works Department in 1916. Comming into the possession of the railway department the following year they spent most of their life as shunters at Enfield loco depot. Other duties undertaken included spells on construction work for the Metropolitan goods lines and on loan to the American Army during World War II for shunting the supply depot at Sandown.

NSWGR in Steam page 108 shows 1023 at Enfield in 1955, reportedly in a very faded green livery.

Roundhouse October 1965 has a photo of 1023 shunting in one of the Enfield roundhouses.
