These locomotives were from an intended batch of 25 based loosely on the Baldwin J131 class. The builders Thomas Wearne of Glebe NSW went broke during the 1890's depression and the four engines whose construction had commenced were completed by Eveleigh Workshops. The engines proved to be poor steamers and were mostly used as shunters or bank engines. The other 3 engines in the class became part of the 28 class (2807 - 2809) in the 1924 renumbering. They were all scrapped between 1929 and 1937.
The class leader transferred to the Public Works department in January 1915 for construction work at Wyalong, subsequently it passed into the ownership of Norton Griffith & Co before returning to railway ownership in 1917. 1020 spent sometime shunting Penrith yard and working Emu Plains gravel traffic.

Transfered from Honeysuckle shops to Port Waratah April 1925 Noted as withdrawn December 1925 (huh?) Returned from Honeysuckle shops to Port Waratah July 1926 December 1926 transfered to Werris Creek then West Tamworth for wheat working. 4th July 1930 scrapped (?) 1020 was transfered from Enfield to Bathurst during Jan 1931(?) for Oberon line working.
