Ordered in the early 1860's for use on the main lines to Goulburn and Bathurst then under construction, the class saw extensive use on main lines freight services till 1889 when withdrawals commenced. A number were sold to private operators, one of which survived (E18) for preservation.

1003 was sold to the Public Works Department in January 1900, returning to railway ownership in 1917.
